Correct, it has been removed entirely from the web ui. I think that’s been true for a few releases, pre-3.5 even.

It sounds like you are referring to the limits file in BWCTL. pScheduler also has a limits file at /etc/pscheduler/limits.conf. You can read more about configuring it here: http://docs.perfsonar.net/config_pscheduler_limits.html
