I recently did a fresh install of Centos 7.3 and then the
perfsonar-tools bundle install. I casually did a 'pscheduler --help'
just to confirm it was installed. It was. I of course then did a bunch
of 'bwctl' tests and then stopped myself and said try the 'new' thing.
I tried a pscheduler command line it failed with a particularly odd
error message.

Unable to find pScheduler on localhost
You’re one bundle too low on the totem pole. Perfsonar-tools installs just
the underlying tools (iperf3, owamp, etc.) and the pScheduler CLI, which will
let you communicate with pScheduler on other systems. Making your local
system run tasks with pScheduler requires the pScheduler server, which is
what does the work. That’s included in perfsonar-testpoint (and, by
extension, -core and -toolkit). A yum install of the right bundle will get
everything installed and started.
You can check to see if the server is running on a host with “pscheduler ping
<hostname>” (which is different from measuring round-trip time with
“pscheduler task rtt --dest <hostname>”).
