Hi Daniel,

NDT and NPAD are deprecated starting in 4.0 (not installed by default as well) and support will ultimately be dropped in the next release when 3.5 support is ended alongside CentOS6 support (Oct 2017). There have been a number of talks about this on the lists, during webinars, etc, but the TLDR is:

NPAD / NDT are not developed by the pS team, but have been historically been bundled alongside as additional tools to help users. The lack of support these tools have received to stay modern has resulted in the pS team not continuing to include any packaging / maintenance for them. This does not preclude you from installing it yourself, but it's on you at that point.

There is a recommendation for a possible alternative in the perfsonar FAQ, if that's helpful.
