The DNS response looks just fine (which I'd expect, since I can 
successfully 'wget' the URL from the command line).  Also, I get the "500 
Can't connect" error even if I define the configuration_url using the IP 
address, i.e. <https://137.164.85.52/CENIC-Dashboard.json>.

I really appreciate you looking at this, since I'm pretty much out of 
ideas at the moment.
