So I tried to update to perfsonar 4.0 rc3 through the following command.

That's far too much :(
If you look at this picture http://docs.perfsonar.net/install_options.html you will see these are alternatives with toolkit being the most comprehensive. No need to try them all (see also http://docs.perfsonar.net/install_rcs.html). Moreover in the initial e-mail you wrote you had used full install ISO and not bundles. If you want to update the system then it's enough to run #yum update but if you have auto-updates enabled you will automatically get updated pS packages.

I missed it last time but noticed now - your host is bound to loopback address for some reason and not 134.75.250.115. The web interface shows ns.kisti.re.kr at 127.0.0.1 and not to a public IP space. What is the networking configuration in your host? Can you post #ip a ?

In a scheduled test configuration of your toolkit gui you may select a specific interface to be used for tests other than loopback and/or default. You can try changing it and then see if tests run properly.
If for some reason toolkit failed to correctly identify your primary interface you may also want to edit /etc/perfsonar/toolkit/web/web_admin.conf section primary_interface to your settings.
