Hi Tim,
As always, you should be careful with 3rd-party binaries.
That said, it looks like this site provides iperf3 binaries for Windows and
other OSes (untested by this project, as far as I know):

I'm not aware of BWCTL running on Windows. You might have better luck trying
bwctl2, which is in development. It's python-based, so it might work on
Windows, although I don't think anyone has tested that.

If you do try these, I imagine others would find your results interesting, so
maybe you can let us know what you find.

I use BWCTL on Linux and Mac OS X, but I want some of my field engineers to be equipped to use BWCTL from their laptops which are windows devices.
