Dear Xiang Li.

You are right - NDT and NPAD are not enabled by default.
In order to do this you must go to the Toolkit administration section 
and then Enabled Services. Check both to enable them. See 
http://docs.perfsonar.net/manage_services.html

Please note that it's not recommended to run NTD and NPAD on the host 
running regular tests as they may interfere
