We just announced the 3.2 release, so I'd suggest using that version: http://psps.perfsonar.net/toolkit/

As to your specific issue, if you are using 3.2rc1 on a clean machine (i.e. it's not an upgrade from 3.1.x), the user to login as is now root (FAQ entry at http://psps.perfsonar.net/toolkit/FAQs.html#Q32 ). If you are upgrading from an existing 3.1.x installation, the 3.2rc1 didn't support upgrading an existing installation. The 3.2 release, however, should support upgrading your 3.1.x hosts.
