What happens if:

1. an already-registered service attempts to register to the hLS with
slightly different data (compared to the previous registration)?

2. an hLS registers summarized data to a gLS, data that contains one
summarized IP address that is the same IP address that another hLS has
already registered as its summarization, and all other metadata is
different.
