However I'll make my best guess: This message likely indicates a firewall issue. The bwctld <sender> attempts to contact the bwctld <receiver> process to exchange time stamp information, and to verify that the <receiver> really did want the test. (This is because all traffic up till now has been initiated by the client, and bwctl runs a bandwidth test between two servers.)
The port range that will be used, is defined by the 'sending' side of the test, and can be set using the peer_ports option in the bwctld.conf file on that system.
Sigh- that is what I get for sending email before my morning coffee... The port range is defined by the 'receiving' side. (Which opens up a new tcp listening port not related to the bwctl-control port.)
