Your use of PerfsonarUI seems to be correct, the error message is from
the BWCTL process running on your selected source MP. That MP seems to
be unable to connect to the BWCTL daemon running on your selected
destination IP. This could be due to packet filtering on either source
or destination MP hosts, routing issues or simply that the destination
host is down (unlikely if it responds to a PerfSONAR Echo request).

If you're using any of the European MPs suffixed with _JRA1 in the list,
it would help if you could tell me which one, and towards which IP you
are trying to run tests.
