perfSONAR User Q&A and Other Discussion

I've just uploaded new version which does not need Ant at all and the 
installation procedure is even simpler and faster.

The service functionality and protocol version in this package is 
exactly the same that is represented by the service in standard package 
of Java RRD MA 2.3-RC4.
