Hi Rade,

I cannot comment much on SSH usage under Windows as I'm not using this OS.  But I guess it should be possible to use passphrase protected SSH keys and Eclipse without the need to install Tortoise.  Probably the solution is in Pageant as suggested by Nina.

This will not get in the way.  The SVN server will recognize you by your SSH key and will credit you correctly for your commits.

One more thing that you may need to do though, is check your Fisheye settings.  Login to http://svn.geant.net/fisheye/ -> click on your name on the top-right -> author mapping pane.  There you'll be able to define a mapping between your Fisheye account and your SVN user names, both current ("amres.martinovic" and previous "rade") for each repository you're using.  This way, the LoC values and your commits will get correctly credited to you in the Fisheye web interface.
