Hi Tassio!

Could you please write something more about you error? Did you use this 
request earlier and everything was all right, and the error is appearing 
now suddenly?
Does service have access to this file? And obvious question - is this 
file exist and has read/write. And do you have configured metadata file 
properly?
Could you please send full request with values instead of "startTime" 
and "endTime"?
