If a reload is enough for the webadmin it's better to programmically do it
from the servlet
as opposed to let it invoke an other though it's url. This is because you
need the admin
username and password of a tomcat user that has a manager rol.
The problem with programmically is that afaik there's no way not resort to
interacting with
implementation details.
Regardless this should all be sorted with the new base if and when it comes.
