The corresponding directory after installing the deb file:

mdm-3:/opt/perfsonar/services/geant2-java-sshtelnet-mp/WEB-INF/classes/perfsonar/conf#

Any idea what could be going wrong here? I tried the same with the rpm file, and everything is alright there.

Are you installing the package in a machine which already had it installed? If so, maybe the files are not being copied because they're conffiles, and the manager doesn't replace them. Remove the package with --purge and then install again.

Between, the package maker is probably going to be deprecated for 3.1, you should follow the new package system Gijs is setting up.
