Yes, that is exactly the use case. Many of our universities for  
example are already part of the inCommon federation and are not likely  
to be part of the eduGAIN federation directly.

Now - I guess it is possible that an inCommon metadata service could  
know about the IdP's in eduGAIN and vise-verse. But - even in that  
case, I think it is a mistake for the location of the MDS to be  
encoded directly into client software. That creates a single point of  
failure situation.

Candido - can you comment on this? What do you think? Is there a  
reasonable way the MDS location can be dynamically fetched?
