perfsonar development work

Hi All,

As we discussed at the perfSONAR developer's meeting in Zagreb,
we're planning to form a perfSONAR-focused WG in the Open Grid
Forum.  This makes a good deal of sense as the underlying measurement
schema is being standardized there and the Network Topology schema
as well.  We have proposed a Working Group and will be having a
BOF regarding this new group at the OGF meeting next week.

If anyone is interested, we can try to arrange for remote participation.
Please let me know if you are interested.  We will keep this group
updated as the document roadmap is discussed, but it is largely the
same as what was discussed in Zagreb.
