I prefer more simple solution: new directory on the svn in existing 
product:
https://svn.perfsonar.net/svn/perfsonar/trunk/perfsonar-doc/transformation-service--doc/

I prefer this because we might have more transformation service products 
in the future and that doc file will be general for all of them.
