perfsonar development work

Hi Michael,

Almost all the current content related to Web admin talks about how to 
integrate web admin into a perfSONAR web service. We have organized this 
content into a word document available on the svn here:

We may want to start a wiki page with information not present here. We 
haven't thought about this yet. We will be happy to hear what your 
thoughts are in this matter.
