Dear developers,

As you might see I updated a change log for pSbase which now should 
reflect all versions.

I would like to ask now all of you who commit a new pSbase version to 
add an entry into this change log 
(trunk\perfsonar_base\doc\ChangeLog.txt) when new things are added to 
pSbase (as you usually do with your own services). This is an important 
thing to help me and the rel mgmt team to track the changes in pSbase, 
verify introducing new features and check service compatibility.

I'd also like to remind you to put in the ChangeLog and while committing 
in the SVN log a complete information what the change is about. 
Sometimes the information appears very limited and general (like "bug 
fixed") and it is difficult to asses what change has been done. The 
group is also well informed when proper description is done.

There is also a request from rel mgmt team that all service developers 
indicate in their services' change logs the current pSbase version the 
service is using. This will help them and the testing team to track 
possible inconsistencies and compatibility issues between different 
implementations.
