Are these two "only" normal XML editors or do they have a special docbook
mode

I think, if you want to "read" docbook it should be converted to another
format beforehand. This is normally done during the compilation process of
your software. Software is compiled, documentation is converted. In the
package you install you will normally find a PDF, man pages or similar.
I don't know whether conversion of docbook can be done in Windows easily.
Cygwin should provide appropriate docbook support. Here are the tools my
(old) openSUSE 10.0 provides:
docbook2dvi docbook2man docbook2ps docbook2tex docbook2txt
docbook2html docbook2pdf docbook2rtf docbook2texi
I think PDF, HTML or RTF is what you are looking for...
