Template is created and being used for other documents currently.  There 
is still a desire to use something besides the current setup with 
xml2rfc (since it is rather complex to use, doesn't allow images, etc.), 
perhaps based on doxygen.

In progress, the date is of course long gone.  This should be pushed 
back to the end of October.
