Hi,
I had an action item from a recent conf call to send a list of the  
objectives for OWD tests.
Here is what I have at this point:

A. Detect & assist diagnosing common causes of performance degradation
        1. non-congestion related packet Loss
        2. congestion related packet loss and queuing
        3. Routing problems
                A. Changes
                B. Asymmetry
                C. Flapping
                D. Other misc routing problems
B. Document actual uptime delivered.
C. Provide time references for when problems occurred and were fixed


The uptime delivered measurements should have greater than 1 minute  
resolution.
