Log:
new draft versions of the topology schema files.

proposed changes include:

-New, date-based, namespace (and ogf.org)

-Interface has become port for compatibility with other models
(such as ITU G.809 and NDL.)

-References are now generic and we will rely on
the text of the document to articulate the semantics
of each kind of reference.)

(not all are correct, but I wanted to commit so that the ones
that are would be available.)
