What you are describing does not require multiple parameters blocks. It requires a single parameters block that has a selective set of the parameter elements from other namespaces. This is a NEW eventType. So, just define that new eventType and the set of valid parameter elements that work for this new eventType.
If I'm wrong please send an example.

It does not matter that they happen to also exist in other namespaces. This is the advantage of reuse.
