Log:
We don't need the 'handover' folder anymore. All handover related docs are 
now in perfsonar-doc/release-management folder.

I am renaming the 'handover' folder to 'doc' folder. perfsonar-bundle is a 
product. The doc directory under this product is where we will put documents 
such as manual, release notes, change logs, etc
