perfsonar development work

Hi,

I have updated the agenda and have also highlighted the people or group 
of people that should attend each session.

Several people have mentioned that there was a two day gap for the 
developers between Monday evening and Thursday which is not optimal. 
This is why the JRA1 perfsonar developer meeting which was on Monday has 
been moved to Wednesday (and will most likely be held at Dante).
