I agree with Maciej here.
Capability of registering to an LS should be mandatory. This will ensure that
people will be able to *find* a deployed service.
Which reminds me, is there still no global LS? There should be one single
point where you can go to find all deployed perfsonar services globally.
(or at least a list of all deployed LS, so you can query them for services)
