Log:
Adding a perl client for talking to deployed perfsonar services (tested 
with v1.0 of LS and MA only).

Supply a URL (axis 
contact point such as http://localhost:8080/axis/services/LookupService) 
and a request file.  Response file comes directly to screen, redirect if 
needed.
