Paul, NIST helped NSF outline a project to examine the legal / policy / economic issues around RPKI adoption with the goal of producing a report with some technical/legal depth on the issue. A grant was awarded to Professor Christopher Yoo at the Center for Technology, Innovation, and Competition University of Pennsylvania Law School. Professor You and David Wishnick, an Academic Fellow at the Center, are leading the study.
