I don't have a great answer for you about why Java is disabled. But I can let you know that there is a large set of public NDT servers (O(100)) deployed by Measurement Lab.

Stanford, RIT, etc don't work now.

I have no problems using Visualware's MySpeed tests which use Java.  I also have no problems on any browser with dslreports.com new HTML5 test.
