I have patched my 3.17 kernel with web10g-0.11-patch-3.17.diff. It compiles
and boots, but neither lsmod,or dmesg show the web10g. Also
/proc/web100/header doesn't exist so I am clearly doing something wrong. I
followed the instructions in
http://www.web10g.org/index.php?option=com_content&view=article&id=22&Itemid=5

There is a line in the web page instructions that says to look for:
[*] TCP: Extended TCP statistics (TCP ESTATS) MIB
(32768) TCP: Maximum number of ESTATS connections
(384) TCP: ESTATS default file permissions
(0) TCP: ESTATS default gid
I found the first reference but not the others.
