The web100 patches come from the Web100.org project. There are ongoing efforts to roll RFC 4898 support (the web100 patches) into the mainstream kernel development channel. There are also efforts to get other kernel developers to incorporate 4898 support.
In the mean time, the Web100 project developers make patches available on a time available basis.
