The 16 KB value comes from the MaxRwinRcv Web100 kernel variable. That is, the maximum value that the receiver (your PC) indicated it could handle. Either your default is not 8KB, or the Linux stack on the server is modifying the receive value.
What tool did you use to verify that you have an 8KB window?
