The web100srv process requires that you have the web100 userland library installed along with the pcap development package installed.

During the configure process a check is made for these libraries and header files. If they do not exist the programs that rely on them are not built. This allows you to build the client tools on a wide variety of hosts without getting overrun with error messages.

On the NDT todo list is a task to write out a message at the end of the configure command to state what will be built so people aren't surprised.
