Only port 3001 will show up in a "netstat -na" socket list until it is contacted by a client.

I installed libpcap-devel, and the web100srv binary got built.
However, when I run it, it only opens port 3001.  It doesn't open
ports 3002 and 3003 which is causing all the tests to fail.  Is there
another dependency I'm missing?  Thanks for the tip.
