New issue 144 by : Add server support for using  
URLLoader in Flash Client

This will be the first change to the server to take advantage of the new  
extended login message to differentiate clients.

In order to use the URLLoader mechanism in the Flash client (the ultimate  
goal of which is to make the s2c test more accurate), the server must first  
hand out a crossdomain.xml file.

This is a change to do that.
