Thanks for the reply

The velocity jar is in the classpath.
Moreover it is working on hitting second time.Error is coming only on first
hit. Do you have any idea why it is happening.

I may very well miss the mark, but do you have the velocity jar in the
classpath (WEB-INF/lib or whatever )? . 

I once used opensaml and thought I wouldn't use the features of it that
depend on velocity but had to install the jar anyway (without velocity's
dependencies ) to let opensaml initialize properly. 

But I don't remember the error was like yours, I think it was clearer.
