I did encounter the same issue when I integrated OpenSAML in my application
through Maven.
It seems that OpenSAML releases on Maven repositories are not providing XML
tools.
Maybe that explain Matthias issue?

I don't know where you got the OpenSAML release from, but if you go to
the website and download the release all the required libraries are in
the lib directory.
