It's abstract, but people still need a way to create the element, and just
force an xsi:type to be supplied. The C++ has a constrained builder with
that requirement.
That said, almost nobody should have a use for BaseID at this point. It was
just an extension point for very far-out work that I've never seen anybody
use.
