I don't know if this is a bug in the build process or documentation,  
but the cpp-xmltooling from svn head craps out if doxygen isn't  
installed (see appended). doxygen isn't listed as a requirement at  
https://authdev.it.ohio-state.edu/twiki/bin/view/Shibboleth/XmlToolingC
