It's not in a state that's testable. We didn't have a stable place to use
for testing at the time. I will probably try and update the tests to hit the
InQueue services on wayf, but I need to see what all I'll need to do to make
that work.

I'm new to unit testing in general, and don't have an easy time creating
tests, I find, so it's lagging.
