Sorry, this reply is not Grouper 2.4 specific as you asked. I’ve tried getting SCIM provisioning to work with GitHub per GitHub’s SCIM documentation available at https://docs.github.com/en/rest/reference/scim . With Grouper 2.5.52, trying to just save a SCIM provisioner configuration resulted in the error 
"if you are using 'group link' you must translate a group attribute to a sync field (recommended) or have a group link script (less likely)” . I found an existing Jira ticket for this when I searched for a solution: https://todos.internet2.edu/browse/GRP-3149 , and maybe I’m doing something wrong. 
The GitHub SCIM documentation has some inaccuracies and I finally got it to work with command line curl calls that sent the correct JWT. I chatted with the Grouper developers about it on Slack, so hopefully something positive comes out of it in the next Grouper releases. 
Our next attempt will be to do SCIM provisioning to AWS since we have been getting requests about that, so we will be starting on that in the next few days or weeks.

   Our grouper application is on premises. We are not in cloud yet.
 
    It will be of great help if you could point me to any URL on how to implement the SCIM provisioning in Grouper 2.4 and Apache Tomcat 8.5.
