For what it is worth, I just did another (completely separate) upgrade of Grouper 2.2.1 to Grouper 3.0.0 with all patches and found the same issue.

Copying in the digester jar by hand again solved the problem.

That seems odd since I see the class in the jar file in the
deployment:

I decided to be heavy handed and did a complete "from scratch"
2.3.0 deployment into a side directory, and then I copied all
the jars from that UI build/deployment into the upgraded one,
but I still see that error.

Any ideas? Where should I look next?
