You should just need to edit the grouper.properties and sync. It should pick
up the changes, but you can bounce if you like...

I was wrong.

I was editing the version of grouper.properties loaded by the Grouper WS
and then restarting Tomcat.

That does not appear to be sufficient.

When I synchronized the version of grouper.properties loaded by the UI,
WS, and API/core and then restarted Tomcat and the loader process
I was able to make it work.

It is not clear to me which edits/restarts are necessary, but
editing all 3 and restarting both is sufficient.
