Is grouperInstaller.jar proxy-aware?

I'm fairly sure I'm setting the proxy settings in the command line correctly (-Dhttp.proxyHost=your.proxy.here -Dhttp.proxyPort=9999 and the https versions), but when it goes to fetch updates, tcpdump has it sending directly to software.internet2.edu.
