Is there a best practice for the location of the root stems - i.e. putting them directly off of root, or creating an institutional root naming stem (e.g. "uofc")?
The TIER deployment guide has suggestions for a set of common stems that appear to be located directly off of root... but other documents (the grouper glossary, other campus deployment guides) show them under an institutional root.
Can stems directly off of the root cause namespace collisions when groupers from different institutions interact with each other?
