That’s what I thought -- that the attributes needed to be on all the groups and folders.  I just didn’t know that the attributes were inherited… still learning about attributes.  Upon closer look, it does call

group.getAttributeDelegate().hasAttributeOrAncestorHasAttribute

and I just tested, and it works.

This will be just a marker (no value) to indicate that the group can have provisioning targets assigned.  (provisioningCandidates as described in this project:  https://github.com/Unicon/grouper-provisioning-target-ui)

Is there a way to add an attribute to groups created under a specific folder
automatically?   I'm thinking maybe a custom hook but thought I should check
before writing something that already exists.
