Its most likely the database. Your sizing seems ok but more memory wouldn’t
be a bad thing. Ours are twice that big (800M memory, 130M permgen). But
when we have performance problems its queries. Maybe try analyzing your
tables. We put a job in to do that weekly. We also had to set this in
grouper.properties:
security.show.folders.where.user.can.see.subobjects = false
But our oracle seems abnormally slow for some reason...

At Lafayette, we run the New UI on a single host using tomcat as the
container. The host VM is a single ~2.3GHz CPU with about half a GiB or
physical RAM.
The UI was behaving kind of sluggishly, recently, and I noticed the load
would frequently climb up over 1 during normal operations (adding/removing
members to/from a group).
I am pretty sure I am going to have for more resources, but was wondering how
other Grouper users size their UI nodes in terms of memory and CPU.
